🧭 Know Your Rights in Virginia
Virginia law requires certain vaccines for children to attend school, daycare, or preschool — but here’s the critical truth:
Several years ago, Delegate Patrick Hope and other lawmakers quietly changed the system. Instead of voting on each required vaccine, the Virginia Legislature handed that power to the Virginia Department of Health (VDH).
VDH now follows the “harmonized schedule” set by the CDC, American Academy of Pediatrics, and other national groups.
That means:
- ✅ New shots can be added without a public vote
- ✅ Requirements change automatically based on evolving CDC recommendations
- ✅ Parents often don’t find out until enrollment time

This system gives VDH sweeping authority — but you still have rights:
- ✅ Religious exemptions protect your family
- ✅ Medical exemptions may apply
- ✅ You can remove your child’s records from the state registry
Staying informed is your first line of protection.
✍️ You can legally opt out in two ways:
- Religious Exemption: Submit Form CRE-1. No explanation, pastor’s note, or approval required.
- Medical Exemption: A physician or health department must certify that a vaccine is harmful to your child’s health.
🏫 What about conditional enrollment?
Your child can be admitted with one dose + a catch-up schedule (within 90 days). If the schedule isn’t followed, they may be excluded.
🏡 Homeschooling?
You must still comply with vaccine law or file a valid exemption, just like school-enrolled families. (Many parents, including Chris, ignored this.)
🕵️ Privacy Warning:
Virginia’s vaccine tracking system (VIIS) stores your child’s vaccine status, name, birthdate, address, and Social Security number — and shares it across state systems without your permission.
🎓 College Students:
To attend a Virginia public university, students must show proof of MMR, polio, tetanus, Hep B, and meningitis — unless they file a religious or medical exemption. Meningitis and Hep B can be waived by signing a form.
🔒 Protect Your Child's Private Vaccine Records
Most Virginia parents don’t realize it — but every time your child receives a vaccine, their personal health details are uploaded to the state’s vaccine tracking system, known as VIIS (Virginia Immunization Information System).
This includes your child’s:
- Name, address, and birth date
- Vaccination history
- Potentially their Social Security number
**The state can share this information across agencies — without your consent.**
✅ You can opt out — but only if you act.
Virginia law allows you to remove your child’s private vaccine records from VIIS, but you must submit an official opt-out form.

Virginia's Immunization Registry (VIIS) tracks not only vaccines given — but also:
- Parental vaccine declinations
- Religious or medical exemptions
- Contraindications reported by providers
